    I took it as the writers not having Steve come in and steal the finale from everyone (who stuck with the show beginning to end). His very presence was enough, the 1 "that's what she said" was all that was really necessary and they didn't over-Micheal Scott it.

    Just a guess though.

    Totally agree. In the end the show wasn't about him anymore. It was about all the people at the Scranton branch who were there from the beginning so it wouldn't have been right for him to be anything but an extra.

    Having him say "that's what she said" as his first line was perfect.
