I say it's either from Mexico, or it's government (military) owned. For fleet vehicles, the GOV buys whatever is the cheapest, and when I was in Germany, our squadron owned a fleet of Ducatos, and in the same exact color. Just food for thought. And I can tell you that those things with the diesel engine are slow pigs, and are scary to drive at anything over 85 mph.
