Does anyone know the best way to remove this stubborn nut off a possibly stripped bolt/nut?

It just spins in the place and since the space is tight (Behind rear taillight compartment), it's not easy to get a cutter in there. The other 2 nuts are fine.

Should I just yank it out, break it off tail light plastic pieces holding the bolt?
