p1545 code that wont go away

Things I've done replaced the TB, MAF. Ecm was replaced before by old owner and vag-com read ecm was not programmed for car, and throttle body code came right back on after. I put the stock ECM in and the car started right up with it, but no change to the way the car drives. I dO not have the vag-com on hand its a hr drive to go back and use it. The scanner I do have said bank 1 and 2 sensor 1 failed for my o2 sensor, not sure if its related. The car stays in a limp mode has no HP, gets up to 60 but takes like 3 minutes. I've stuck a lot of money into the car and nothing has changed!
Tips, ideas, answers?
