Looking for Height Adjustable Suspension Above and Below Stock Height

As the title says I'm looking for an adjustable suspension system that has wide adjustability. I have an 03 GTI. I want a low ride, 1 or 2 inches below stock, in the summer and high ride in the winter 1 or 2 inches above stock. Air bag suspension systems are too expensive and too heavy.

I like the ground control sleeves but I can't find a lot of reviews on them. I also cant tell what the adjustability range these sleeves have:
