i would have epoxied it, but taken the time to prep it, and not make it look like a 3 year old performed the surgery..
basically, there is no RIGHT way to fix it.. whatever works, go with it!

Broke off the nipple on the hose of the intake.
What is the function?
Can I just plug it and not connect the vac line?
Suggestions how to fix?

What he said. Technically the only correct way to fix it is to get a new one. Rig it so it works, however you can.
It's a heated PCV elbow. Yes you need it, yes the vacuum line has to be attached.

Is the plastic piece with the vac nipple available separately? How is it called.
Part number maybe?
Or is it an integral part to the whole hose (then junkyard only viable cost option, knowing what the stealers are charging).
The ghetto fix is holding for now, but want to be prepared.

It's integral to the hose. About $200.
