My car already had the euro wiring for euro lights completed.
I deleted the inner lights which are the high beams?
right now no lights when i go to hi beams
I bought hi/low bulbs and need to wire up the outter lights for hi/low usage
I found this wiring info not sure if its 100% correct

9004 & 9007 Wiring Assignments and High-Low Beam Pattern Changes

    9004 Pin Assignments

With the flat part of the blue plug on top, looking at the back of the blue plug where the wires are inserted, going from LEFT to
    RIGHT, the wires should be:
Ground (Brown or Black) ---- Low Beam (White or Yellow) ---- High Beam (Blue or Red)

if the 9004 we normally use is just low beam what are the 3 wires for +/- and... since its not dual beam from the factory or is it and someone messed up my wiring?

I assume you are adding HIDs??? I am not sure why you are going with 9004/7 v.s H4? What lamps are you using?

The stock US sealed beam headlights found on NA Sciroccos have hi/lo 3 wire on the outside headlights. Euro H4 is pin wired differently than US sealed beam. It sounds like you have a conversion done?

The connections on the 3-pin plugs on the outer lights are not always the same on the H4's as on the original sealed beams. Symptoms of H4 type lights not having had their wiring corrected correctly include the low and high beams being seemingly reversed, and when on low beam, seeing the high beam lights glowing slightly. Re-wiring is very simple, once you know the correct order.

This is the standard pinout changer harness that you can use to convert your DOT US lights to H4:

H4 Euro lamp connector installed with pinout changer harness (no relay used) You can see the wire color BROWN, YELLOW, WHITE. Brown is ground, Yellow is low and White is hi:

On your stock US quad light setup the outside headlights are hi/lo and the inside lights are long beam driving lights. In Europe the inside lights can be fog lights in some cases.

I don't think any Sciroccos have 9004 bulbs but the OP asked the question so.......
For a 9004 bulb/plug, the ground wire will be in an outside position; for a 9007 bulb/plug, it will be in the middle. The HIDs should turn on when the master switch is set to Low Beam and High Beam. When set to Low Beam, the bulbs should remain in a released, forward position. When set to High Beam, the bulbs should be retracted. When set to High Beam, the beam pattern should be wider and provide more down-road illumination relative to Low Beam.

You should relay your lights. Some hints shown, just don't extend the inner light wires if you deleted the inner lights as the OP did. The outsides will be Hi/Lo if done this way. Adjust the pinouts for your bulbs if using 9004(not H4 as most Euro Sciroccos are).

I said 9004 because i was half asleep when i wrote this. I meant H4 i was in autozone the other day buying bulbs for my other car which is 9004.

Thanks for the info i'll have the lights working tonight

This picture show yellow up top brown and white on the side on the bulb side then white is on top on the car side
    no?
This is the standard pinout changer harness (swaps yellow and brown) that you can use to convert your DOT US lights to H4:

I went in and swapped pins on the HID harness since they came out in 2 seconds with a pick
but now my high beam light stays on. i'll have to recheck that. the high beams are not on but the blue light is in the dash. maybe i need both bulbs plugged in i know audi will turn the high beams on if a bulbs goes out.

Yes the white and yellow move and the car side has the white on the top and the H4 has the yellow on top.

    Stock MK2 sealed beams:
You need to check the sealed beam numbers yourself because I keep finding contradictions and I have not used sealed beams for decades. I recall the H4656 as a 35w/35w hi-lo and it was designed for use in four-headlamp applications with H4651 High Beam (inside light). Some H4656 are 6 1/2"x 4" Rectangular Hi/Low Beam, Halogen Type (65w High Beam). It is best to shop at a store for sealed beams if you want them. The main thing that we need to know is the pinout as it relates to the car wires. To be sure use a volt meter to see what pins are active when switched at the dash.

This should be the connector in the US spec Scirocco for sealed beam outside lights:
(check the wires that go to your connectors)

This is the H4 bulb pinout and H4 connector pinout:

This is how the H4 connector sits in the car (bulb in MK1 not shown, MK2 H4 connector orientation is the same)

This is an upgrade kit for NA buckets:

The H4 HID bulbs have a low beam HID and a high beam halogen built in next to it. The wiring is like this:

yeah i swapped out the pins in the HIDs now my high beams work great.

Now if i could only get my low beams to work.
someone added a relay to the system

yellow goes into the cabin (to the light switch?)
blue wire goes to the harness connects to the yellow (i believe)
the black i gather is ground have not traced it all the way yet
and red i gather is positive. i connected this to the battery with no luck

i connected the yellow to the blue with no luck
next i'm tracing the black and see where it goes

Doug i'm lovin your red pencil drawings you even do some shading
