I assume you are adding HIDs??? I am not sure why you are going with 9004/7 v.s H4? What lamps are you using?
The stock US sealed beam headlights found on NA Sciroccos have hi/lo 3 wire on the outside headlights. Euro H4 is pin wired differently than US sealed beam. It sounds like you have a conversion done?
The connections on the 3-pin plugs on the outer lights are not always the same on the H4's as on the original sealed beams. Symptoms of H4 type lights not having had their wiring corrected correctly include the low and high beams being seemingly reversed, and when on low beam, seeing the high beam lights glowing slightly. Re-wiring is very simple, once you know the correct order.

On your stock US quad light setup the outside headlights are hi/lo and the inside lights are long beam driving lights. In Europe the inside lights can be fog lights in some cases.
I don't think any Sciroccos have 9004 bulbs but the OP asked the question so.......
For a 9004 bulb/plug, the ground wire will be in an outside position; for a 9007 bulb/plug, it will be in the middle. The HIDs should turn on when the master switch is set to Low Beam and High Beam. When set to Low Beam, the bulbs should remain in a released, forward position. When set to High Beam, the bulbs should be retracted. When set to High Beam, the beam pattern should be wider and provide more down-road illumination relative to Low Beam.
You should relay your lights. Some hints shown, just don't extend the inner light wires if you deleted the inner lights as the OP did. The outsides will be Hi/Lo if done this way. Adjust the pinouts for your bulbs if using 9004(not H4 as most Euro Sciroccos are).
