98 Cabrio Starting issue

So, it's thrown a CEL every now and then (but goes away) since i've had it. I turned my car off earlier, and then turned it back on like 2 minutes later. It threw a CEL. It starts at like 600-800RPM instead of 1000 for the first 5 secs or so. Instead of going from say 0 to 1000 it goes from the crappy running 600-1000 to like 2k for about 3 seconds and then to the correct idle spot.

TLDR:Starts crappy, revs up, and then runs fine.




Can't scan it, ideas?
