I think for what you're looking for you're probably better off assembling it yourself if you can. 3 or 4 months ago there were a lot better deals on AR uppers, but I guess we're too close to the election now.

It seems like every site I visit most ar uppers are out of stock, maybe 15-20% in stock at the best places.

I like the bull barrel, but would prefer 20 inch.
I'd also like picatinny fore end (for a bipod/fore grip)
Hoping to get something with at least a front sight and hopefully a rear.
I could piece the parts together, but I'd imagine I would save a few bucks if I find a package.
Anyone know of a site selling something like these uppers but with a few extras on to?
Should I just buy the 365 dollar bull barrel, pick up the picatinny fore end for 40 and sights for 40?

yep, assemble it yourself...
little more in part. but putting them together is half the fun.
only deal I know of is BCM blemished uppers

I used one of these on my 5.45 build, it had a very small scratch where optics had bee attached. pretty much perfect otherwise.

So for that last one, I would need a bcg, barrel, handguard, and gas tube, correct?

sometimes you can get the barrel with the gasblock installed and pinned.
and bolt carrier group. they don't run very well without that(and its one of the places you don't want to skimp)
you should also get a few basic tools. I have a kit from brownells that has most of the tools needed for a complete assembly, only things it didn't come with was a freefloat handgard wrench and basic punches (that I already had)
building them isn't cheaper, in that you can get one running for less, its cheaper in you get what you want the first time and don't have stuff it came with you'll never use that will sit in a box till it gets given away or tossed.
thing is, you WILL want to change stuff, and you'll end up getting the tools and different parts later.
also some may or may not have options you want or don't want, a forward assist for instance, or a receiver without a dust cover..
are you wanting to build more for accuracy (you mentioned a bull barrel) if so you way want a gasblock without a fixed front sight (the fixed sight will cause blur in the scope) and may want a folding sight.

I don't know how cheap you're willing to go, but Palmetto State Armory has some crazy deals on AR parts. They aren't necessarily build-quality, like DD, BCM, or LWRC, but they work. And if you're just a plinker and not overusing the rifle, this may be the place to go for you.
For example: M4 URG 16" Chrome-Lined Barrel without a charging handle and BCG for $279
Or a blemished PSA (Palmetto State Armory) Stripped Lower Receiver for $59.99

If that's the case, you have plenty of good quality stuff out there, depending on what you're looking for. Just be glad you're not piecing one together in California. It sucks...
