OP not insuring these wheels was stupid.
I withdraw what I said earlier. As a seller on Ebay I have to side with the buyer on this one. On big $ items I include insurance for my own sake in case of it being damaged or disappearing.
I had a moment of dumb ass come out of me earlier this morning with my first post.

the end result WILL be fixed by working with UPS. but not the paypal claim itself. thats the truth.
reason this. IF fixing things with UPS solves all, then how is the paypal claim even allowed to be put in? because the paypal claim is between the buyer and seller.
the UPS claim is only between the seller and UPS.

In the even that an item is lost it's the responsibility of the seller to:
1. Refund the buyer
2. Seek recourse from the shipping company
Note that the buyer has no ability to talk to the shipping company in this case, regardless of the state of insurance purchase and any implicit or explicit decline of shipping insurance. You really need to familiarise yourself with credit card and PayPal T&Cs if you want to not sound like a moron.

the OP has his advice and hopefully has learned a lesson for next time around.
refund the seller 50%... or have the wheels returned and refund 100%.
close out paypal claim.
work on UPS claim.
try to sell remaining 2 wheels.
lick wounds and move on.

If you have a PM or Text from buyer saying he refuses insurance, then it shouldnt be your fault.
Work w the UPS to find the wheels and ship them to you or the buyer. If the buyer refuse, request the wheels he recieved back, and refund him 1/2 of the money till you sort it out w UPS. When the other two wheels arrive or are compensated for, refund the buyer.
Take it as a leason and dont sell stuff to people who dont want to pay insurance.
You understand that some of these problems arise from being cheap and lazy with shipping options, right?
