I am a big advocate for improved public transportation. It is necessary, not only for workday commuters, and enviormentalists, but for the elderly and poor. I work in a part of town that has high population of the disadvantaged, but these folks require vehicles to get to work, or run errands (as there are few grocery stores in this area). Because of this, many of these working poor are driving some frighteningly "maintained" vehicles. Even more alarming, than seeing these vehicles travelling at 35 mph or lower, is seeing them literally falling apart at highway speeds. I have narrowly avoided some timebombs, automobile-generated shrapnel. I am not "classist" enough to say that the poor should not be able to drive, but I think that there has to be a mutually benefical arrangement to protect those of us who keep our vehicles in roadworthy condition.

I hear you and it's called an annual state safety inspection. Costs about $30-60 depending on your state and keeps stuff like this off the road.
