The way I understand them they help to manage and "tune" the flow of air going into the engine, and also raise the speed (velocity) of the incoming air by the venturi-effect they provide. This tends to increase in particular the torque-output, especially when designed to complement the exhaust tuning that always accompanies the stacks (look at the "snaky" headers for reference). The intake stacks manage the incoming air, and the headers manage the outgoing air by creating and maximizing the "scavenging" effect of each cylinder's outflow, which pulls the exhaust from adjacent cylinders, all helping to increase the pumping effect, which in the end just makes more power, which is the root of the whole idea.

It's a way to tune the intake air. I'd say this is more important with carbs since the charge itself is what picks up the fuel (from the carb jets) versus having the fuel injected mechanically.

While not "velocity stacks" the Chrysler "Crossram" intake manifold on the early sixties Chrysler 300s carries the idea into a production car's engine, by having the maximum-length intake runners possible (note the dual carburetors mounted far outboard the engine, with the intake runners crossing over to the intake ports).

Actually, I thought ram air intakes were to give a slight supercharging effect in the low/midrange to boost torque? Something about the better directed intake air building some pressure above the closed valves in the intake, which helps push the intake in the cylinders when the valves open, and promoted more turbulence in the cylinder (better air/fuel mixture).

Honda even used a ram intake on the initial 97/98 CRV to try and help boost the low rpm torque, since it was kind of weak for the vehicle weight (especially with an auto tranny).

Correct me if I'm wrong, but aren't they used to improve power at a certain RPM (the length and design of the velocity stack is specific to where you want the power band optimized)?

At best some of the stacks on racing engines had screens capping them to keep out the bigger stuff like small stones and birds. On a racing car, filtration just wasn't considered of high importance I guess.
