It's as easy as making a post of "hey guys this is happening here what are your thoughts?" or "this user has been doing a lot of this, how should we deal with it?". And then rather than one guy making the decision you decide as a team how to approach it. Level heads, multiple opinions.
It's something we adapted a number of years ago and it helps greatly. Being a moderator means not involving your personal opinion but rather enforcing the correct course of action. It's just keeping the peace and leveling everything out. If you have enough of the right people it becomes very easy. If you treat it as every man for himself it becomes a mess and you have a few heavy handed moderators, a few who do very little and a few who just don't care because the power hungry guys just take over and run the show.
