one easy way would be to get a whiff of the exhaust while the car is running. I don't mean stick your face in the exhaust pipe. Standing within 2 feet of the rear of the car should tell you. Since the exhaust gases have quite a different smell, easily detected, without any cats in place.

As others mentioned, eyeball check to confirm if they're still physically attached and nose check to confirm if they're working.
The ECU can be fooled by O2 spacers, resistors, or a tune... And even if you see the cats in place, they could have been hollowed out...
The only 100% absolute way to confirm would be to run the car on an exhaust gas analyzer to ensure that tailpipe emissions are where they should be. BUT... Ain't nobody got time fo' dat.
